Penalty Situations

If a country does not designate a club to participate in one or more of its berths or a designated club fail to participate (e.g. due to financial problems etc), then this country receives a penalty. Penalty points are calculated by multiplying the total number of points the country accumulates by the number of clubs that did not participate and dividing the result by the total number of country’s clubs that were supposed to participate. These penalty points are then subtracted from the total number of points accumulated by the country and the resulting number of points is the one that is awarded to the country in question. For example: in 1996/97 competitions Lithuania should have 7 clubs participating. Instead, only 3 teams participated and they managed to accumulate 8 points for their country. Penalty points were calculated as follows: 8 points accumulated x 4 clubs not participated = 32 points / 7 clubs supposed to participate = 4.571 penalty points. The points finally awarded to Lithuania were 3.429 (8 accumulated points - 4.571 penalty points = 3.429 points awarded).
